An attacker can gain control of the credential-management system and can issue credentials. This is a high risk for CCSDS systems using credentials, with the need to invalidate existing credentials and reissue all credentials.
This type of attack technique cannot be easily mitigated with preventive controls since it is based on the abuse of system features.
